Better Roads, Cleaner Streams PA's Dirt Gravel and Low Volume Roads (DGLVR) Program provides local road-owning entities with grant funding for road and environmental improvements on unpaved and low-volume paved roads. SCC Program Overview The Program received an annual allocation of $4 Million from 1997 through 2013. Starting in 2014, the Program allocation was increased to $28 Million, with a minimum of $8 Million earmarked to paved low volume roads. The PA State Conservation Commission allocates funding to Conservation Districts based on amount of eligible roads and identified pollution sites. Pennsylvania’s conservation districts administer and implement the Program at the county level. Conservation districts accept applications for funding from potential applicants, and award grants to local road owning entities based on recommendations from the District Quality Assurance Board. District staff is responsible for working with grant applicants to develop projects, project oversight, financial tracking and reporting, and general administration of the Program at the county level. The Center for Dirt and Gravel Road Studies is a non-profit Center at Penn State established to provide education, outreach, and technical assistance to entities involved in the PA Dirt, Gravel, and Low Volume Road Program.
