Technical Services
The District administers both Chapter 102 and 105 PA Department of Environmental Protection (DEP) delegated programs internally; including permit application, E&S review, engineer review of Post Construction Stormwater Management (PCSM), site inspections, complaint investigations and technical assistance.
MCCD provides review of Timber Harvest plans, assistance with Agricultural Activities and Landuse planning. Technical Assistance, as well as competitive funding is available for maintenance and repair of Dirt and Gravel and Low Volume Roads.
Permit and Plan Resources
Services include review and approval of PA Code Title 25 Chapter 102: Erosion and Sediment Control (E&S) and National Pollutant Discharge Elimination System (NPDES) Permits for Construction.
MCCD also administers Chapter 105: Waterways & Wetlands Management General Permits for water obstructions and encroachments.

Right to Know Requests
The Mission of the Office of Open Records is to implement and enforce the state’s Right-to-Know Law (RTKL) and serve as a source for citizens, agencies, public officials and members of the media in obtaining public records of their government. As part of that mission, the Office of Open Records has developed this Citizen's Guide to the RTKL, providing a basic overview.

Environmental Complaints

Agricultural Conservation Assistance Program (ACAP)
The Agriculture Conservation Assistance Program (ACAP) was created through the Clean Streams Fund and was incorporated in the FY2022-23 General Funds State Budget. The purpose of the $154 million program is to assist farmers in the design and installation of agricultural “best management practices” (BMP’s) that will improve the long-term viability of their farm’s natural resources. Many of these “BMP’s” also help farmers cut costs on inputs and labor, improving our state’s food security by reducing some of the burden on agricultural businesses.
ACAP is administered by the State Conservation Commission (SCC) and delegated to participating Conservation Districts for local implementation of the program. Monroe County Conservation District has received $300,000 in funds to implement the program in our county over the next three years.

Dirt and Gravel Low Volume Roads
PA's Dirt Gravel and Low Volume Roads (DGLVR) Program provides municipalities with grant funding for road and environmental improvements on unpaved and low-volume paved roads.
Watershed Protection and Programming
Monroe County's Exception Value and High Quality Waterways are a point of pride in the Poconos. We work diligently to advocate, educate and protect our water resources.
